The WestCare GulfCoast’s Davis-Bradley Community Involvement Center is where individuals in recovery and those re-entering the community can find the support, resources, and opportunities they need to thrive. The Center is dedicated to empowering individuals through education, skills-building, and community engagement.

We provide a safe, supportive space where justice-involved individuals can grow, recover, and rebuild—offering innovative services that lead to lasting change and purposeful reentry.
The Goal
To equip every participant with the tools, skills, and support network needed for sustained recovery, stable employment, and a healthy, productive life in the community.
Program Overview
The program serves up to 210 adult men and women at any one time, most of whom are court-ordered to participate in substance use treatment. Participants are referred by 14 drug and criminal courts across 7 Florida counties and typically have a serious substance use disorder and/or co-occurring mental health condition.
Our Modified Therapeutic Community (MTC) program is designed for personal transformation and reintegration. Treatment typically lasts between 8 to 18 months, delivered in 3 main phases:
Phase 1: Orientation Phase
Orientation: Stabilization in the environment, introduction to the recovery process, and instruction in the 10 core functions of the Therapeutic Community model. Clients learn, practice, and are challenged with each skill.
Phase 2: Intensive Treatment Component (ITC)
Engagement: Focus on building insight, positive behaviors, and decision-making skills, while preparing clients for relapse prevention, continued care, and a substance-free future.
Phase 3: Employment/Reentry Component (ERC)
Reentry: Participants secure and maintain full-time employment during the day while continuing treatment in the evenings or mornings. The program blends peer leadership with professional supervision, requiring participants to reside on-site and attend groups focused on abstinence, criminal thinking, life skills, and job readiness.
Additional Supportive Services
Our residential programs are enhanced by a wide range of supportive services available at the Davis-Bradley Community Involvement Center, including:
- Workforce Development: Career readiness training, job search assistance, résumé building, interview preparation, and employer connections to secure meaningful employment.
- Life Skills Training: Financial literacy, communication skills, conflict resolution, time management, and other tools for independent living.
- Peer Support: Certified peer specialists offer mentorship, encouragement, and understanding.
- Educational Opportunities & GED Training: GED preparation, computer literacy, and continuing education support. In partnership with Lakewood High School in St. Petersburg, FL, 28 clients earned their high school diploma in 2023 and 23 more graduated in 2024.
- Recovery Support Groups: On-site 12-step meetings, relapse prevention, and wellness programs to strengthen long-term recovery.
- Reentry Services: Employment assistance and community reintegration planning for individuals transitioning from incarceration.
- Community Engagement Activities: Volunteer work, cultural events, and community partnerships that foster a sense of belonging.
